The situations differ only in how people respond! In New Orleans, a lot of people knew only how to depend on the government - unfortunately. In other areas - Nevada, San Diego, etc. - people are more accustomed to fending for themselves and don't expect the government to solve all their problems. They evacuated people in a reasonable manner, accomodated them, and managed to avoid what could have been a massive loss of life. Funny what happens when people are in charge of their own states, don't rely on the Federal government like parasites rely upon their hosts, and actually prepare for natural disasters that are common to their area. It's amazing.
